[*] MTS cell phone number not available outside MTS PSTN

.. Additionally, what is a little discouraging about this, is that the CO
list is only published every January and June... twice per year.

I'm not aware of any near-real-time updates, or subscriptions available to
deal with new CO codes being activtated  (Inform me if otherwise).
