[*] LD Changes on VOIP

Well, I would of assumed that Primus/Shaw, etc, would use their own voip
network to route LD calls.

If they have a provision in their contract for PIC changes, my assumption
would be that they dont use their voip network for LD.

A lot of VoIP carriers use real LD for termination.

So primus for example (just guessing) might actually do a LD call from
Winnipeg to Toronto, using their CIC code.
