If you don't see anything on asterisk, and your PAP2 reports an error,
what makes you think it's an asterisk config?

Try "debug sip" in the asterisk cli and see if it reports anything when
the pap2 boots.  This will tell you that the sip channel is loaded and
which device to look at next.
