I remember upgrading my linksys firmware to openwrt by reimaging it and then using nvram options to set the option.

nvram get boot_wait
nvram set boot_wait=on
nvram commit
etc ...

It is also available on the web interface option as well i believe.
Under "System" categories with "Settings" shows
boot_wait
from this page:
http://your.ip.addr.here/cgi-bin/webif/system-settings.sh
