What does it mean to check the network and find it in good order?

A few things to watch for:

- FDX/HDX mismatches (which shows up as collisions and runts)
- multicast/broadcast bursts
- queue drops on switches
- stp events

If you're handy with wireshark you can also set it to watch a port and look
for problems in the RTP. Garbled voice is either packet loss, latency, or
phone hardware. Wireshark will show you if it's one of the first two.
