[RndTbl] Shaw now blocking SMTP port 25

According to that article; Canada has no root servers and no gTLD
servers (except I assume gTLD .ca is here somewhere).

But I was certain that other article on a recent DNS DOS attack
mentioned that Ottawa had a server?
