If it answers for www.example.ca but not example.ca, then you haven't
configured your zone for the latter:

www IN A 192.168.1.1  ; www.example.ca
         IN A 192.168.1.1 ; example.ca
foo.bar IN A 192.168.1.1 ; foo.bar.example.ca

All the names on the left hand side are relative to the domain, including
"nothing" which means the domain itself.
