[RndTbl] MUUG http down last 3 hours

MUUG.ca http has been down for the last 3 hours or so (but the host is
pingable)
I notice the HTTP service has been down more and more lately as well,
wondering if thats actually apache being down, or if its a lack of server
threads able to handle client requests at that particular time?
