Yes, obviously, or AMD wouldn't have designed a processor that way. But
I don't actually know the answer to your question.
A quick google search of "ryzen victim cache"
(https://lmgtfy.com/?q=ryzen+victim+cache) shows a number of people
discussing the issue, but mostly just re-iterating the same points over
and over.

The question is, which (types of) applications have sucky performance
specifically because of this? It may be a perfectly reasonable design
choice for some/many use cases.
