[*] fractional PRI - no d-channels available?

First things first. Have you got a T1 circuit? (I don't mean the physical
circuit, I mean that the T1 circuit is up and running; no alarms). I've
spent time troubleshooting PRI, when the real problem was that the T1 wasn't
up. The carrier guy didn't think to check it either (turned out to be a
polarity problem on the cable between the demarc and the card). You can have
a T1 without PRI, but you can't have PRI without a T1.

The configuration for a PRI is pretty simple in Asterisk, so if you have
that config right, it may be that the carrier hasn't turned it up yet.

Post your /etc/zaptel.conf and your /etc/asterisk/zapata.conf files here so
everyone can have a look at them.

Generally the carrier will put the D on channel 24, so I wouldn't be
inclined to think that's the problem, but who knows?

Anyhow, my advice is to be 110% sure that T1 is green before worrying about
the PRI, then verify the D-chan is on 24.
